Russia to Host Iran Talks
It will be interesting to see whether, at these talks next Tuesday, some version of the Scowcroft proposal might be placed on the table. Certainly, it is clear that Russia and China want to shift the focus away from Iran-the-regime to the non-proliferation question, which is their primary concern.
Will there be an attempt to get Washington to essentially forego efforts at regime change if a united front on what to do about Iran emerges at these talks?

The power to undo the nuclear Iran does not exist in the international arena.
Since such power does not exist, the power to change the regime cannot be said to exist either.
The policy of regime change in Iran, therefore, is unachievable. Since it is unachievable, it no longer can be considered a policy. It thus is a fantasy.
